I think they should be forced to clean and eat it. Waste can not be tolerated.

Muscovy ducks are beautiful. But people who think duck-abusers should be congratulated, are clearly not.
What an odd question. The answer is that nothing at all should be done.
It's perfectly legal and moral to hunt ducks, even if you don't intend to eat them.
There is absolutely no issue here whatsoever.
