The apostrophe has been dying for a long time. Alas. But I can say from having spent a lot of time in the German language, they just add an S to show possessive in many cases, and everyone figures out what it means.
"Mayors from the Americas" might have been one intended meaning, since mayors from foreign cities in this hemisphere had met before the US mayors' conference. Whew, snuck in that apostrophe.
